This week we are going to go shopping…second hand shopping at a very cool place. It’s a consignment store in the heart of the romantic zone and it’s called Deja New. And Deja New’s owner and creator is Kathleen Palmer from Southern California, and wow I was so impressed with this place and you will be too, but before we get to Kathleen and Deja New Consignment let’s see what’s happening this week in Puerto Vallarta, the 23rd of December, 2020.
New Partial Shutdown Orders for Jalisco and PV
Beginning Christmas day till the 10th of January Puerto Vallarta again will be going on partial shutdown with bars and large private and public gatherings in hotels, salons and terraces, and of course the night clubs taking the brunt of the punishment. All to help tamp down the spread of the rona..now keep in mind the rules may change and be tweaked between now and Christmas day and this applies only to Puerto Vallarta which is being treated differently that the rest of Jalisco..but here’s what we know so far…

Puerto Vallarta will only close clubs and bars.
Restaurants may work.
-Puerto Vallarta will only close clubs and bars from December 25 to January 10, while New Year’s parties in hotels, lounges and event terraces will be suspended.
After announcing the containment measures of Covid-19 by the Governor of Jalisco, Enrique Alfaro Ramírez, many doubts appear, however, Puerto Vallarta will only close clubs and bars, from January 25 to 10. The New Year’s parties that take place in salons, hotels and terraces are suspended.
These are the measures for Puerto Vallarta, the other guidelines will be focused on the Guadalajara Metropolitan Area.
This is due to an effort by Mayor Arturo Dávalos Peña, who intervened so that the same measures were not taken, since the economy in Puerto Vallarta depends on tourism.
However, the municipal government reiterates that they must continue with health protocols, thus being able to control infections
For religious and worship events, the capacity is restricted to 25 percent and the disinfection of the premises must be guaranteed after each celebration; Choirs and songs, as well as dancing groups and any manifestation that gathers people, are suspended.
As I said there may be some tweaking here and there, but they don’t want people to get together and party. Just plain and simple.

Now I’m having a bit of Deja Vous here. When I was in town in November there was a partial shutdown the whole week I was there until the very last night. This time down I will be there the last night of the shutdown, and then everything will be open again for the remainder of my stay so just the opposite this time.
So once again not a full shutdown but a partial shutdown in Jalisco and in Puerto Vallarta.
Jalisco’s Former Governor Aristoteles Sandoval Diaz, Assassinated in Puerto Vallarta
While we were gone for a short week this happens in our fair city of Puerto Vallarta…the ex-mayor of Guadalajara and former Governor of Jalisco, Aristoteles Sandoval Diaz, was knocked off, actually Assassinated in Puerto Vallarta last Friday December 21st in the early morning hours at a
restaurant, sport’s bar, hookah lounge called Discrtito 5 across from the La Isla Mall, and right next door to La Vaca Argentina that great steakhouse on thee main drag Francisco Asencio, highway 200 that goes through town.
The ex- governor was there for several hours with several people and he got up to take a leak and was followed into the bathroom by someone who shot him in the back and afterwards made an escape. The investigation was hampered by the fact that employees were directed to clean up the mess the blood and the bullet casings before authorities arrived and somehow, the video of surveillance system was tampered with or was missing altogether.
Here, let me read from this report from the BBC…
Mr. Sandoval was having dinner at the Distrito 5 restaurant in the center of Puerto Vallarta with three other people when the attack occurred.
Investigators believe that it was meticulously planned as the gunman waited until Mr. Sandoval went to the bathroom, leaving behind his two bodyguards.
He was shot in the back but was not instantly killed. When his bodyguards tried to get him out of the restaurant and to a hospital, gunmen outside opened fire on them.
In a video uploaded to Twitter by a local TV station, dozens of shots can be heard ringing out. The bodyguards managed to drive Mr. Sandoval to hospital, but he died of his wounds.
Jalisco state’s Attorney-General Gerardo Solís said that when police arrived at the restaurant, they found that the crime scene had been altered.
“When police arrived, restaurant staff had removed all the evidence inside. They’d practically cleaned the scene of the crime. This is going to hamper the investigation because the crime scene has literally been disturbed,” Mr. Solís said.
The owner of the restaurant and its staff are being questioned by police.
Mr. Sandoval’s time in office was overshadowed by violent attacks carried out by the Jalisco New Generation Cartel (CJNG).

The Governor who was only 46, was a rising star in Mexican Politics. He was a member of the PRI, he served as Mayor of Guadalajara from 2010-2012. He was the youngest Mayor to have governed Guadalajara and then in 2012 ran against The current Jalisco Governor Enrique Alfaro for Governor and beat him. Aristoteles Sandoval Diaz was just getting back into the political arena at the time of his untimely death in Puerto Vallarta. Some are saying it was a cartel hit while others were saying it was a political hit. We may never know but, it is a bad look for the port city. There is a heavy presence of National Guard and Marines and police stepping it up and making themselves very visible. We will no doubt be following up as more information makes it’s way to us.

Whale Watching Season Is in Full Swing in Puerto Vallarta
So, looking for things to do during the day in Puerto Vallarta, there are tons of things that you can do during the day…like almost everything including whale watching and the
season is in full swing. The ballenas are in the bay and as far as I know there are no nighttime whale watching tours on the bay. Just remember to use one of the legal whale- watching tours. Do not hire a panga to take you up to visit Moby dick. There are designated whale watching tours and the bigger the boat, the farther you will be from the action. You can see the whales from the land of course. Spend some time in the mornings looking over the bay and if you get lucky, you can catch a spout and a splash. It’s fun.
Rodolfo The Blind Tenor Sighting
Rodolfo the blind tenor has returned to the Malecon to sing to the masses. He was spotted by my buddy Marty who said he say him near parquet de Los Azulejos, tile park, while Marty and his lovely wife were at Burros Bar. So look for Rodolfo when you are on the Malecon. I will be looking for him next month.
Update on Marta
Over the last 2 months I have been telling you the story about Marta and my lost daypack. I left my daypack with all my recording gear and more on a public bus when I was in Vallarta back in November and someone found it, got in touch with me and wanted to trade it for pesos. Marta wanted a reward for returning my Mochila..my daypack. So I finally gave in to the lady, I offered her 150 US, 3000 pesos and she wanted 250 US, 5000 pesos. My wife said no…don’t pay her. She shouldn’t do that and you shouldn’t encourage her by paying her for it. I on the other hand was torn between giving up the equipment and the interviews on the recorder that she had that I hadn’t aired on the podcast. I decided to pay the ransom and sent the money to my friend Anastacio to make the trade, and I don’t know what he said to Marta, but she must have been shamed pretty badly by him because she contacted me and offered me back 2000 pesos. She said he told her he wanted her picture so I could embarrass her in front of my audience and on social media. So…now she felt bad and wanted to return some of the money. Sheesh….
Anyway, I told her that Anastacio was probably telling you the way he felt, but that was not my plan. I just wanted her picture to share with the listeners as part of the story. Not to shame her. Anyway, I told her to keep the cash, and that I wouldn’t share her picture with all my listeners…so sorry about that…I like to keep my word. So you will never get a chance to meet dear Marta….unless you bump into me…then I’ll share it with you.
Sending a Letter By Post or a Letter in a Bottle?
Mail service has been spotty as of late, especially during the time of the covid…but if you think it takes longer to send a letter, check this out from Mexico News Daily….
‘Rapid delivery’ letter took 4 months to get from Monterrey to Dallas
Fittingly, the envelope bore postmark stickers with images of turtles

It took 116 days for a letter mailed through the Mexican postal service to get from Monterrey, Nuevo León, to Dallas, Texas, the newspaper Reforma reported.
And that was after paying for “rapid delivery.”
Mexico’s notoriously slow mail service was the focus of an experiment by newspaper staff, who mailed the letter on August 25 as an experiment to test the post office’s efficiency. The letter finally arrived at its destination in Dallas — ironically with two postmark stickers bearing images of turtles — on Saturday, four months later.
Other letters were sent at the regular price to the municipalities of Allende, Nuevo León, Múzquiz, Coahuila, and even to a neighborhood in west Monterrey but they have yet to arrive despite being guaranteed delivery within two weeks.
The address in the Monterrey neighborhood to which the letter was sent is only 15 kilometers from the post office where reporters dropped it off.
The letter to Dallas, Reforma said, apparently did not even leave the Monterrey office where it was dropped off until September 11, i.e., 17 days after it was given to postal staff.
The newspaper also highlighted the story of Ernesto Rowe, an American citizen who tried to vote by absentee ballot in the recent U.S. presidential election but was unable to after his mailed-in ballot ended up in limbo in a post office in Mexico City.
Correos Mexico has suffered under competition from private mail services and the technological advances that has reduced the use of postal services around the world. Nevertheless, Reforma said, its snail’s pace is an issue in light of the fact that it managed a budget of 5.4 billion pesos this year. In a recent tour Reforma staff took of post offices in Mexico City, Monterrey, and Guadalajara, they found little had been done to modernize operations or provide better service.
