We will also talk about my experience flying from Tijuana to Puerto Vallarta using a facility built right on the border of California, directly adjacent to the Tijuana Airport. US reopens borders to fully vaccinated passengers from abroad
The US will reopen land and air borders to foreign visitors who are fully vaccinated beginning Monday, November 8, lifting nearly 21 months of restrictions.

Canadians with mixed vaccines and U.S. travel plans can breathe a sigh of relief.
Following weeks of speculation, the United States confirmed late Friday it will accept mixed vaccines when new rules kick in on Nov. 8 requiring that foreign travellers entering the U.S. be fully vaccinated.
Individuals inoculated with any combination of two doses of a COVID-19 vaccine authorized by U.S. regulators or the World Health Organization will be considered fully vaccinated, the U.S. Centers for Disease Control and Prevention (CDC) told CBC News.
WHO-approved vaccines include Moderna, Pfizer, AstraZeneca and its Indian-made counterpart, Covishield. So travellers with any combination of these vaccines will be allowed to enter the U.S.
Currently Mexicans vaccinated with the Sputnik 5 and the Can Sino jabs cannot enter the country until the WHO approves them.
The CDC does not recognize mixing COVID-19 vaccines but said it updated its guidance to reflect growing global acceptance of the practice.
“While CDC has not recommended mixing types of vaccine in a primary series, we recognize that this is increasingly common in other countries so should be accepted for the interpretation of vaccine records,” CDC spokesperson Kristen Nordlund said in an email.
Millions of Canadians have mixed doses of COVID-19 vaccines. When the U.S. recently announced it would impose a vaccination requirement for travellers entering by both land and air, many Canadians with mixed doses worried they might soon be barred from entering the country.
“We felt kind of blindsided,” said snowbird, Ingrid Whyte of Toronto. Following Canadian government guidance, she and her husband, John, each got one dose of Covishield and a second dose of Pfizer.
‘We did all the things we were supposed to do in terms of vaccinations,” Whyte said.
The couple had booked a flight to Florida for Nov. 17, but cancelled it due to concerns over their mixed vaccines. They’re now relieved to hear their vaccine combination won’t be an issue when entering the U.S.
“We are thrilled,” Whyte said. “I wish it could have been a little sooner. It would have allowed people to plan a little bit more effectively. But in the long run, it’s great news.”
It’s also good news for Petar Sesar of London, Ont., who has a mix of Moderna and Pfizer.
Sesar’s fiancée, Mara Bakula, lives in Cleveland. Sesar welcomed news this week that the U.S. land border will reopen on Nov. 8 to non-essential travellers, as he prefers to drive instead of fly to Cleveland.
However, he worried he might soon have no way of getting to the U.S. if the country rejected his vaccine mix.
“That was a very scary moment,” he said. “It felt like house arrest of sorts, like now I [may] have no option.”
Earlier this year, the CDC stated online that a mix of two mNRA vaccines, Moderna and Pfizer, would be accepted in “exceptional situations.” But Sesar didn’t rest easy until he learned that the CDC had approved his exact combination.
“It is unbelievable,” he said. “It is such a relief. I share the relief with millions of [Canadians].”
What are the other rules for entering the U.S.?
When the new U.S. travel rules kick in on Nov. 8, travellers will still be on the hook for one or more COVID-19 tests.
Along with showing proof of vaccination, air passengers will still have to show proof of a negative antigen or molecular test taken within three days of boarding their flight to the U.S.
Canadians entering by land won’t have to take a COVID-19 test. However, when returning to Canada, all non-essential land and air travellers must show proof of a negative molecular test.
That return test has caused consternation for Canadian daytrippers to the U.S. No matter how short their trip, they will be on the hook for a molecular test, such as a PCR test, that often ranges from $150 to $300 US and can take 24 hours before results are available.
To eliminate the wait for test results, the federal government says Canadians can take their test in Canada, travel to the U.S. and then use that test to return, as long as it’s less than 72 hours old.
But that solution doesn’t eliminate the high cost of the test.

At a news conference on Friday, Ottawa said that according to the latest data, less than one per cent of fully vaccinated travellers tested positive after being randomly selected to take a COVID-19 test upon arrival. Even so, Chief Public Health Officer Dr. Theresa Tam said Canada’s pre-arrival test requirement will remain for now for both unvaccinated and vaccinated travellers.
“We’re still at the top of that fourth wave. We’re in a situation in Canada where our health systems are still very fragile,” she said. “We need to take a precautionary approach in the next little while, and we’ll continue to evaluate the situation.”
The U.S. has yet to say how it will deal with child travellers too young to get vaccinated. The CDC told CBC News it’s working to establish an age requirement for its vaccine mandate.

Wow, the generosity and compassion of my country of birth is breathtaking…isn’t it?
So…better make sure to check your dance card to verify you have the right juice on board to enter the US. I mean…we don’t want just any old leaky vaccine injected foreigner crossing our border. We’d prefer our own government approved leaky vaccine. Don’t worry. Someone will grease the right palm….don’t despair.

New Mexican Currency Hitting the Banks Now including a 1000 peso bill
New bills, Mexican currency are coming on line. Some we’ve already talked about some not so much…There’s a new 20 peso note it’s green and red and features the Sian Ka’an
Biosphere featuring a crocodile. There is a new 100 peso note, about $5 US equivalent featuring Monarch Butterflies, a new green 200 peso bill featuring an eagle flying over
the desert, and a new 1000 peso bill, greenish in color featuring a jaguar. Look for the new money this season when you are getting your pesos in Puerto Vallarta. I have a link
to the pictures of the new bills. They are beautiful. It’s heartening to see a country still making pretty currency. Just try to make Mexico a cashless society…Just try you globalists!
New Rules For Tourist Visas in Mexico
There are new travel rules being put in place to tighten up the timeframes of tourists planning to come to Mexico. It seems the 6 month visa built in to the FMM card, the immigration card you fill out when you enter Mexico is too liberal and there are efforts being made to make visitors be more specific as to how long they expect to stay I’ll go over it next week, but right now…let’s talk about CBX or Cross Border Xpress, and my experience with them, and then we will get to the meet and greet.

I just returned from Puerto a couple week ago, and if you have been following the saga, this trip, because I do live in the Los Angeles, southern California area I have easy access to the Mexican Border. So, I decided to fly out of Tijuana, Mexico.
After I mentioned this in an earlier podcast, Listener Fred alerted me about a facility built on the US Mexican border called CBX or Cross Border Xpress. It’s close to the Otay Mesa, California, a US Mexico border crossing.
Cross Border Xpress (CBX) is a pedestrian bridge exclusively for passengers of the Tijuana International Airport that allows passengers to cross the border between Mexico and the United States.
The bridge is 390 feet long and connects the Tijuana International Airport with a service terminal in San Diego. CBX serves millions of passengers who cross the border as part of their travel, helping them avoid unforeseen delays at the congested San Ysidro and Otay Mesa port of entries.
CBX, Cross Border Xpress, historically also called the Tijuana Cross-border Terminal and the Puerta de las Californias. CBX opened in 2015, and I really liked using it.
Crossing through CBX offers several advantages to passengers traveling through the Tijuana International Airport:
- Access to more than 35 destinations including cities such as Mexico City, Guadalajara, Monterrey, Querétaro, Puebla, Zacatecas, Morelia and beach destinations such as La Paz, San José del Cabo, Puerto Vallarta, Cancun, Ixtapa, Loreto, among many others.
- Extensive connectivity through 4 commercial airlines; Aeroméxico, Calafia, Viva Aerobus and Volaris which operate routes to and from the Tijuana International Airport with a monthly average of 6000 flights.
- Savings of up to 50% on airfares to Mexican destinations compared to flights from other Southern California airports.
- A fast, easy and safe border crossing, without having to leave the Tijuana International Airport, making it a practical alternative to crossing through the traditional port of entries.
- With that said…especially for you nomads and expats from the US… if you just need to take a trip to the border to renew your travel visa, this is a cheap and easy way to do it.
- Technology and innovation that makes the crossing process between Mexico and the United States a unique and modern experience, including the possibility of making your travel touchless, with the safety and well-being of passengers as a key priority.
- An airport terminal designed by the Legorreta architectural firm that offers a warm atmosphere to passengers, wide open spaces and access to an array of services such as airline counters, shuttle service, car rentals, Starbucks, Wetzel’s Pretzels, food truck area and currency exchange.
Now one clear advantage to flying out of Tijuana is the price. As I mentioned before. The airfare round trip bare bones was $98 US nonstop round-trip, Tijuana to Puerto Vallarta via Viva Ariobus. The economy airline of the bunch…go figure. It’s me we’re talking about.
If you are driving down and intend to bark at the facility, you follow lots of signs the minute you get off the freeway leading you right there, and when you arrive, you’ll find a
large facility with a huge parking area, where you can park, enter the at a daily rate of $15, $18 and $20 per day. Then enter the building and have your bags weighed and tagged, then go to a computer and print out your FMM card, your immigration document
or tourist card. Then pay $32 for a round trip ticket, giving you the opportunity to walk over a 300-foot-long bridge, connecting the facility, CBX to the inside of the Tijuana International Airport. There’s even a plaque marking the border line in the tunnel bridge
thing. Of course, there are windows so you can see the wall and the airport as you walk over. I took pictures and they are in the shownotes.
Now if you have been following this saga you also know that my wife Debbie, my loving partner of 33 years of marital bliss, yes that one told me that she didn’t want me to leave the good car in a parking lot at the Mexico San Diego Border for 8 days, and to find a
different way to get down to the CBX facility. Now in a way I was kind of relieved to hear that because I always read reviews, and in reading the reviews about CBX, one of the two complaints that kept popping up was the unavailability of cheaper parking spots when you came driving in. Certain cheap lots were closed, so the parking became more
expensive. The lots were divided up by price, distance, and availability. In other words, you can reserve parking, but only some of the more expensive parking. So, there was a chance, a slight chance that when you pulled up to park and fly out you wouldn’t have a space to park in your price range. Or maybe not at all.
The other complaint that reviewers made was that at night, late at night, the line could be really slow. Like 2 hours. I didn’t experience that at all, but I crossed over to Tijuana around 9 in the morning, and back to the US at around 7 in the evening. So, there were no lines at that time of the day.
So, I followed my wife’s instructions and actually found a van that would take me from Downtown Los Angeles to the CBX facility for just $33 each way.
I booked the van which they actually called me the evening before to confirm the time and pick-up location, a very nice touch, and at 4:45 in the morning my wife was dropping me off at 7th and Main, right in the middle of Downtown Los Angeles. Homeless encampments to the left, jokers to the right here I am…so we get there, the van pulls up, guy loads me and my luggage into the van, I kiss the girl goodbye and I’m off. Two stops later the van was full, 9 in total, all masked of course, I was the only gringo, of by the way…a good way to warm up on the Espanol for the 3 hours down. Actually, I slept most of the way.
When we arrived at the CBX, everything went smoothly. I took the advice of listener Maryanne who suggested I fill out the Corona health form on my phone no more than 12 hours before taking off. You can go to vuelosalude.com and fill it out with your personal and flight information to obtain a QR code they ask for in order for you to complete the border crossing process.
So, like I mentioned earlier once you arrive either by car or another form of transportation, you enter the building which has a Starbucks coffee shop, a snack bar, outside there are two food trucks. And there are nice clean bathrooms, and after a 3 and a half hour ride, you really need one of those.
So first you find the airline counter for your airline, and have your bags weighed and tagged and printed out my boarding pass.
They tell you to take all your bags with you, even your checked luggage and direct you to a bank of computers, where you enter your passport and flight information for the tourist card, you slide the bar code on your passport in a slot and then the computer
prints out your FMM card, which is your immigration document or tourist card. The one you usually fill out on the plane. Then you walk to another kiosk machine where you can pay $32 for a round trip ticket, giving you the opportunity to walk over a 300-foot-long bridge, connecting the facility, CBX to the inside of the Tijuana International Airport.
Once in the airport I was asked for my QR code for the health questionnaire which I had already filled out on the ride down. Then I found myself in the immigration line where the
lady asked me how long I was staying. And when I told her I was going to be there for 8 days she says, oh, you need to pay 594 pesos for your FMM card. And, I’m like, what? Really? Is this something new? She says well, no , if you stay more than 7 days you need to pay 594 pesos which is like 30 dollars US. So she takes me over to a credit card machine and runs the card for 594 pesos, stamps my passport and sends me to the customs guy where I take my bags, all my bags, and load them on a conveyor belt through the x-ray
machine where they were spit out the other side. Form there I went to the Viva Aerobus ticket counter where I checked my big muleing bag, then looked for something to eat for breakfast in the Tijuana Airport and sat down in a VIPs. Mexico’s version of Denny’s. I ordered a plate of chilaquiles verdes con pollo, chicken…and it was horrible. But hey I
was hungry but man, someone should slap the cooks mom. Yuck. While sitting there I looked up the issue regarding paying that 594 pesos and as it turns out, that was not a
scam, but a charge that you don’t see because you usually pay for that when you buy your ticket through your airline. So, it was legit.
Boarding was a breeze, I got a window seat in the exit row so lots of legroom and comfy seating in the Airbus A320, a 150-passenger jet.
Masks were required in the terminal, the CBX facility, and of course on the plane except they didn’t bother me about the type of mask I was wearing as opposed to the double layer masking required on a Delta flight.
As we flew, snacks were served throughout the 2-hour 40 minute flight. You could buy booze, soft drinks and chips and other snacks with a swipe of your credit card. Very efficient.
Upon arrival at the Puerto Vallarta Airport, we again present our QR health code, then we waited for our checked bags to come off the conveyor belt. Then the coolest thing…pick up your bags, and just walk out the airport doors. Remember, I had already been
through immigration and customs in Tijuana so off I walk and much to my surprise right into their version of the shark tank for domestic travelers. A bit tamer than the one on the international arrival side of the arrivals in Vallarta, but it was cool. I just literally picked up my bags and walked out into the lobby of the Puerto Vallarta airport where I purchased my taxi ride and loaded my bags and off we went, to the Plaza Mar.
We’ll see what changes they’ve made by the end of this month as moves are being made to limit travel of the filthy unvaccinated, but hey… I’m your test dummy as I’ve said. 7 trips now. Planes, busses taxis, boats, sailboats, pangas, Ubers. I’ve been to birthday parties, baptisms, cocktail events, the theater on several occasions. I’ve hugged people, shook hands with people, even split a plate of food with complete strangers, passed around countless numbers of doobies…I mean, hey, I wash my hands and stuff, and I avoid sick people but look, if after 20 months you need more convincing I’m doing all I can…Come…Come to Puerto Vallarta.
Like I said I’m returning the end of November and staying for just one week but can’t wait. I’ll be staying at an Airbnb above the Barracuda and El Solar Beach Club on Playa Camerones. I’ll make sure to do a few Facebook live reports from the balcony and of course give you a video tour of the condo.
Last month, I stayed at the Plazamar, right on the Malecon across from the Red Onion on the beach, and Tile Park or Lazaro Cardenas Park. Great spot I got with the help of Jeff Musto, the PV kid. I took a video of the inside and I’ll be sharing that so look for it embedded in this week’s podcast shownotes.
Now I was curious about how the return trip would go and I was told by a friend that it’s important to give yourself 2 hours before departure even though the flight was a national flight, within Mexico because they could bump you from your flight. So, I made sure I had plenty of time but here’s the thing. I get to the airport and walk up to one of those machines where you check in and start by choosing your airline off the screen from a bunch of other airlines? Well, guess which airline wasn’t on any of the screens…that’s right…Viva Aerobus. I looked down the row of airline check-in stations and there was one long line…and it was you guessed it…Viva Aerobus. Now to be fair, the wait was only about 30 minutes….but if I were late, it would have been an issue. As it was, I made it through to the security line where I started unloading my iPad, and my laptop and my
phone…only to realize I had a bag of weed that I forgot to offload on a friend before I left my condo…so I had to repack my electronics, and turn on my heel and head back out of the security area, and back downstairs….where I dropped it in the magic trashcan outside the airport terminal. I wonder how much weed, weapons and paraphernalia are dropped into those cans each day. Must be a smorgasbord of goodies dumped from those cans…man…
I returned to the security line in no time. It wasn’t busy when I was there.
Then I walked to the domestic departure gates where the food choices were bad. If you want hot food, first go to the international gates.
I was issued the same seat number on the flight back complete with emergency row legroom. I liked the Airbus A320. It was a nice plane. The flight was full, and like the flight down, they didn’t fuss with me over the type of mask I wear. They didn’t care, just as long as you were wearing one.
The plane landed in Tijuana and I picked up my checked luggage at the baggage carousel and followed a sign saying CBX, I dug out my round trip ticket for the bridge that I had purchased a week earlier and scanned it, and the gate opened up, and across the bridge I
walked, from the Mexico side, to the US side , and on the other side of the bridge was a US customs officer, I think there were 2 or three who asked me where I was coming from….duhhh…I mean I didn’t tell him that…I said Puerto Vallarta, and he asked me if I had anything to declare, and I said no and that I was in trouble for not buying a bottle of tequila for my wife. He nodded knowingly and waved me through.
I caught that $33 van back up to Los Angeles, and my lovely wife picked me up…at 1:30 in the morning.
And so there you have the process….I have pictures of the place in the shownotes. The Mexican immigration service didn’t like me taking pictures so there were some I just wasn’t able to share with you…They are so secretive…I swear…
So no, I did not take a stick up the nose test this time to travel. No antigen required, and none taken.
No questions as to vaccination statis, nor covid test at the border at all. None.
I already have been notified of a change in flight departure time by Viva Aeriobus from Tijuana for my upcoming trip in a few weeks, but it looks like even though the flight leaves Tijuana at 8 in the morning, there is a van that leaves Los Angeles at 1:30 in the morning, so If I arrive in Tijuana at 5:30, that gives me just enough time to catch that 8 AM flight to Vallarta. This should be fun.
